North Carolina law governs these terms, without regard to conflict-of-law principles. The North Carolina Public Records Act, N.C. Gen. Stat. Chapter 132, including G.S. 132-1, 132-6, and 132-6.2, governs access to qualifying records held by public custodians. It does not make this private reference a custodian.
12. Severability
If one provision is unenforceable, the remaining provisions continue in effect.
